Manchester Parking: The Worry-Free Guide
Parking in Manchester costs money. Knowing the rules does not. This guide sets out what Manchester City Council has published about on-street parking, so you can read a line, check a permit and know what to do next.
The rules on this page come from the council's own pages, checked on 10 October 2026. Each one is linked in the section where it appears. This is a summary, not legal advice. When a sign and this guide disagree, follow the sign.
Three things people often get wrongcooltake.
Yellow lines are the same across the city.
Single yellow line restrictions vary across Manchester, so the street signs where you park give the rules.
Double yellow lines are allowed at quiet times.
Parking on double yellow lines is not permitted at any time, with exceptions for Blue Badge holders.
A permit guarantees a space.
A permit does not guarantee a space for a vehicle.

Permits: what the council offers
A resident permit lets you park on streets with Permit holders only signs, and park longer than 90 minutes in marked permit bays.
Most permits are virtual, so there is no paper permit in the window. The registration is logged on the system instead.
Most permits are free. Single-use one-day visitor permits and business visitor permits have a cost.
A permit does not guarantee a space for a vehicle.
4. Paying for parkingcooltake.
Paying for parking
There are about 200 pay and display machines in the city centre.
Pay at the machine, or use the Pay-by-Phone service.
Some areas of the city centre have a maximum stay of two or three hours. Check the machine for the stay that applies.
Do not return to the same parking bays within one hour of leaving.
On-street parking bays are free on bank holidays. This does not apply to car parks.
5. If you get a ticketcooltake.
If you get a ticket
A higher-level contravention, such as parking in a restricted street during prescribed hours, is £70.
A lower-level contravention, such as parking after paid time has expired at a pay and display bay, is £50.
If the charge is not paid in time, a charge certificate increases it by 50%, to £105 for higher-level contraventions or £75 for lower-level ones.
6. How to challenge a ticketcooltake.
How to challenge a ticket
A first line informal appeal is made online through the council's parking fine portal.
If an informal appeal is rejected, you have 14 days from the date of the reply to pay the reduced charge.
If payment is not received after 28 days, the council sends the registered keeper a Notice to Owner.
Formal representations are made only after you have received a Notice to Owner. They can be made online or by post to Parking Services, PO Box 532, Manchester, M60 3NZ.
If the representation is rejected, you can appeal online to the Traffic Penalty Tribunal (TPT). The council says the tribunal does not charge to appeal.
7. What is not confirmed yetcooltake.
These points were looked for on the council's own pages and not confirmed, so this guide leaves them out.
Reduced (discounted) penalty amounts. The pages say a reduced charge applies within 14 days but do not state its amount. Not confirmed, so not printed.
Visitor and business permit prices. The permit page says these have a cost but does not give the figures. Not confirmed.
Each answer below is taken from the council's own pages listed in the sources.
